The Britax Römer i-Size Flex Base provides a safe and ergonomic recline position for your child. The Flex Base is to be connected to the Isofix anchor points of your car by using the Isofix hooks. After that, you simply need to click the infant car seat onto the base and you are ready to go.  戰鬥內閣就位 專家：有利資源調度

【台灣醒報記者譚有勝台北報導】選舉「戰鬥內閣」就位！針對內閣改組，政治學者廖達琪教授、施正鋒教授16日受訪時都異口同聲地說，此次內閣改組明顯是為了選戰。廖達琪指出，內政部掌握地方、檢調等資源管轄能力廣泛，且深諳政治的徐國勇接掌內政部長，對民進黨整合資源是一大助力。施正鋒也指出，交通部涉及前瞻基礎建設計劃，中央與地方需要密切配合，由陳菊子弟兵吳宏謀接任部長一職有利民進黨調度資源。

兼任民進黨主席的總統蔡英文日前在民進黨全代會發表談話，並將矛頭指向國民黨，一再質問國民黨「是誰執政的時候，讓買辦集團主導了兩岸關係，忘了台灣人的尊嚴？」等問題，並強調年底九合一選舉不只是地方選舉，而是改革與反改革的對決、進步與退步的對決，關鍵民進黨能否在選戰全力以赴，為選戰吹響了戰鬥號角。而攸關選戰資源調度策略的「戰鬥內閣」也在16日就位，包括掌握「天下第一大部」的內政部由前行政院發言人出任部長一職，而交通部則由陳菊子弟兵吳宏謀接任，讓選戰添加助力。

中山大學政治所教授廖達琪受訪時表示，為了因應地方選舉，民進黨自然會安排信任的人以便放手一搏，這次內閣改組顯然是賴清德、陳菊、蔡英文三巨頭較勁妥協的結果。她指出，賴清德本應主導部會人事安排，但這次改組並未看到他的台南班底赴北出任要職，反而是陳菊班底得勢，陳菊的子弟兵吳宏謀出任交通部長一職，便是一例。

此外，教育部原規劃由民進黨立委管碧玲接任教長，但因區域立委關係無法升任教長，相信也是為區域立委補選考量而作出的妥協安排。

廖達琪分析指出，這次內閣改組多為選戰佈局，「並不是形象上的改組，而是實質上的改組。」舉例來說，內政部掌握地方、營建、檢調、宗教等資源，其管轄的單位影響力非常廣，民進黨安排深受中央信任的徐國勇接掌內政部是非常重要的選戰策略。由於徐國勇的政治敏感度很高，口才了得，在選戰資源調度上對民進黨而言是一大助力。

至於交通部設計前瞻基礎建設、輕軌等計劃，對民進黨佈局選戰也有一定影響力，由陳菊人馬接班可供中央做適當的調度。

東華大學民族事務與發展學系教授施正鋒受訪時也指出，內額改組的目的是為了挽救民調，但選戰將至，這次內閣改組也被認為是「戰鬥內閣」。他分析，前瞻基礎建設在選戰是重要指標，資金調度極為關鍵，且中央與地方政府必須合作無間，故在這次內政部、交通部人事安排上特別著力。

但整體而言，民眾並沒有對內閣改組有耳目一新的感覺。施正鋒說，這次內閣改組民進黨找發言人、口才好的人擔任要職，主要是為自己的政策辯護。值得注意的是，蔡英文公然在全代會上批評在野黨，但就她過去2年來的施政成果並沒讓人民有感，無論是勞基法、年金改革都製造了社會階級對立的問題，加劇了社會的緊張關係，政府很難透過內閣改組挽救民調。
