屏東強拆民宅 蔡緩頰：正義經濟需平衡
【台灣醒報記者譚有勝台北報導】屏東市公勇路民宅因要配合「屏北鐵路高架化計畫」被政府強拆，引起社會批評政府「土地正義」打假球，為求經濟發展不擇手段。對此，總統蔡英文22日參訪台東時回應說，此事牽涉到土地正義，也有經濟發展的必要性，在這之間要取得平衡，她要求縣政府持續向民眾說明。屏東縣長潘孟安也指出，他們只是拆除「同意戶」而沒有強拆「未同意戶」，若要採用台鐵的既有便道，恐須拆除更多的房屋。
屏東縣政府為了實施「屏北鐵路高架化計畫」及屏東車站新建周邊道路拓寬，16日早上派員拆除公勇路徵收區的3間「同意戶」然而，屏東縣政府日前執行屏東市公勇路牴觸戶拆除作業時，不但在當天清晨5點開始相關前置作業，甚至在未告知就無預警拆除不同意戶的電表，執行手段形同威脅，引起民眾反彈。
屏東縣無黨籍議員蔣月惠到場抗議，與女警發生肢體衝突更一度引起全民關注。民眾批評，政府「轉型正義」打假球，強拆民宅發展經濟並不可取。
該事件也引起總統蔡英文高度關注。蔡英文22日參訪台東，她參觀完台東糖廠特別就此事接受媒體訪問時表示，屏東縣政府和屏東縣長潘孟安已經說明拆除案，她希望縣政府持續讓所有關心這些事情的朋友，了解一下整個事情發生背景。
蔡英文說，拆遷這件事在台灣受到高度矚目，因此事牽涉到土地正義，也有經濟發展的必要性，在這之間務求取得平衡。
潘孟安日前指出，他們只是拆除「同意戶」並未拆除「未同意戶」。他說，公勇路拓寬案自99年辦理都更時便歷經21次會議討論及專家學者把關，並在104年10月定案，106年8月公告拆除；之後縣府展開與住戶的溝通協調，在21戶牴觸戶中，有14戶同意配合搬遷，其中的11戶在先前就完成拆除，剩餘的3個同意戶在他們搬離後，並排定7月16日拆除。
至於當天凌晨5點集合相關前置作業，潘孟安解釋，者是為了維護交通以及施工安全的準備作業，防止斷水斷電發生危險等，實際拆除時間是上午8點半。
潘孟安補充說，目前鐵工局的施工便道，距離高架鐵路太近；若要拓寬公勇路，則需兩側均等拓寬，結果是必須拆除更多的房屋，影響更大，且有過彎導致交通安全的疑慮，因此經內政部都市計畫委員會與學者充分討論後，採最優道路線型、道路安全、順暢度的拓寬案。
